This guy, HAD already filled out the paperwork and paid the exorbitant fees. He was complying with the ridiculous laws in this state. Note: He had just moved from Florida, where everything was legal down there.

It was the criminal who was out-of-step, the bad guy should have waited the six month for the paperwork to go through before he broke into the house.

There should be a noticed placed on the guy's door, you must not rob here until xxxxx xx, 2006 until my firearm permit has been approved.
