Because our laws ssay that if we as citizens arrest someone , we must turn them over to our LEO's for trial. We do have the power ot arrest but not the power to be judge and jury. What if on the way to our LEO's I decided to buy a pack of smokes, in say, Mexico, then I have a change of heart and let the guy go
