They won't have to, it will go back to being done by teenagers and the down and out here, the way it always has been. Things will always get done. If you sealed the borders with armed soldiers then the cost of coming here would be too high. Mexico would be forced to change the draconian land ownership laws that are bringing this situation about in the first place.
Ever ask yourself why this nation's nearest neighbor to the south has the problem, when they are sitting on some of the largest gas reserves in the world?
If you check into it you will find that individuals cannot own land, cannot own farms, cannot own those things that would make it possible for them to create their own farms, factories and businesses to get ahead. Only towns, communities and collectives can own land in Mexico. When did you ever hear this, when were you ever told? There is no motivation for Mexico to change as long as they can send their peasants here. That's who all these people are, peasants who cannot legally own land in Mexico. The situation is far more complex than a 'guest-worker' program. It is a level of political corruption that we ignore in Mexico to our own detriment.
The other flaw in the 'guest-worker' thesis is that in California they can get more medical care, more education, more free living expenses, more of everything, than they can in their own country even if they had money. There is no advantage to being part of a guest worker program over just coming here and being an illegal if you don't make some penality for being illegal, like shooting them as the come across the border.
Reality is not the way things should be, but reality it the way things are.
The reality is, if the government doesn't start doing something soon, people are going to start taking things into their own hands. Some already are, as a link I posted shows. The coming meltdown in California is going to be really ugly. That's the reality. And as it does, the rest of the country is going to see the horror and say, 'Not here.'
