You don't know what evidence they have. They said the fact they didn't bring charges against Ricci did not mean they didn't have evidence on him. They said they were not going to make any charges until Elizabeth shows up or her body is found so they are sure they have ALL the evidence. There was certainly no need to be in any hurry to bring charges against Ricci, he was out of circulation. Ricci was not the kidnapper.
