Per California Vehicle Code 20001 CVC, it is a felony to flee a hit an run in which another person has been injured or killed.

Looking at those two vehicles in the photos, there are injuries.

To be convicted of violating Vehicle Code 20001, the prosecution must prove four key elements:
1. You were driving and involved in a vehicle accident.
2. The accident caused injury or death to another person.
3. You knew or reasonably should have known, that the accident resulted in injury or death.
4. You willfully failed to stop and render aid.

That being the case then prosecute the cop!
Cop was probably a DEI hire anyway.

You can use leathal force to protect yourself or someone else in danger. Not sure about how that plays out using it to stop someone from fleeing the scene after someone has already been injured. But if you had reason to believe that a person had just killed someone and trying to get away, I could see how it might be justified.
