Yes he lost his legs due to a previous police encounter. Prior to his shooting, he had stabbed someone thus the chase which led to his death. I believe the police could have handled this a different way and it was insane to just shoot and kill him. Police car could have drove up on the side walk and blocked him from stubbing any further.
