These were most likely CMP rifles. You can buy a rifle from them and they can legally ship the rifle directly to you, no FFL on your end.

That is SO not true. CMP will only ship to an FFL.

OMG! I was WRONG!! The CMP will ship rifles directly to the purchaser in most free states. Handguns (the 1911 program) must go through FFLs.
