Back in the early 90’s I worked on a multimedia project on leukemic children. Not on camera, but in conversation, one of the nurses described the reaction among staff when various Chinese couples would choose for financial reasons to not treat their child. I don’t know if those were oddballs or a cultural consideration. If there was a real difference in medical payment in those situations for citizens or non-citizens, that could have also been an issue.
