Any time someone promotes a view based on a table in a 70 page report, be nervous. It usually means they are taking things out of context. I skimmed thru the report and didn’t see anything like what this account is claiming, but there are a LOT of graphs and charts and I don’t plan to search all 70 pages of detailed data to try to find what line this article is referring to.

I see nothing in it that justifies the headline in the article.
I read a Forbes article this morning that said data from Israel showed that the vast majority of breakthrough cases were in people over 70 and immunocompromised persons who were vaxxed in December, indicating that the vax immunity starts waning enough after 6 months to put them at risk of re-infection.
It’s not unsurprising (to me, anyway) that the populations that have poor immune/vax response due to age or illness would also have more waning than younger and healthier people. Nor is it unsurprising that the aged and/or ill vaxxed populations would have a higher death rate than the unvaxxed population that skews healthier and younger.
None of this is shocking or scary or abnormal enough to rate the breathless fear-porn reporting. The media are murderous morons, imho.
