If another gang take control of the other gang's market, they loose profits. Street justice is the use of weapons as their only way to protect their market. It's the only way their retail sales members (pushers) can make those six figure (+) incomes.
Of course, corrupt politicians like Harris, benefit from the kick-backs from the wholesalers, which we know are the drug cartels. Corruption is the way the supply is guaranteed.
The gun issue is a diversion tactic from the real problem: the narcotics epidemic of users and those who make available those narcotics.
