Yes we do know this.
We also know that wanton lawlessness tyrannizes innocent people and takes away their abilities to live and work in peace. The alternative to LE enforcement is a civil society.
A civil society is a civilized society in which outright criminality is not justified or romanticized.
Outlaw biker gangs should be shunned by law-abiding bikers. Benign biker clubs should not bow down to territorial claims of outlaw gangs. As it is now apparently, biker gangs are the enforcers.
Wanton lawlessness is what demands LE involvement that otherwise would not be required.
It is a deeper problem than LE. It is a moral situation. If people in large numbers refuse to govern themselves and they are encouraged in their criminality, there is a demise of civility and civil society and tyranny is the logical outcome . . . the prospect of which I abhor as much as anyone.

We have asked that the peaceful muslims march against the terrorists to show the world.
The good bikers should defect from the gang-controlled CoC’s and unite and ride for their freedom.
