‘Not...effective’ is one way to put it.
Here’s the analogy I wd draw to that characterization:
‘The brain surgeon decapitated his patient. Thus it may be concluded that he is an ineffective surgeon.’
I agree... especially if the brain surgeon purposely killed the patient!
Zero is merely doing what he was tasked with, to destroy the USA. It’s not weakness or naivete or incompetence; it’s a plan.
