Depends on whom you ask! The Senate unanimously agreed with you in a non-binding resolution.

Unfortunately the Supreme Court was never asked. If they had been asked they might have been concerned that McCain did not become even a US citizen at birth (much less an NBC) but was only made a citizen a year or so after his birth by act of Congress retroactively (nunc pro tunc)!

Is a nunc pro tunc citizen at birth retroactively on a foreign military base and/or foreign soil a person that is NBC eligible to be POTUS?

I don’t think that can be affirmatively declared as it has never been heard by SCOTUS.
