It appears pretty legitimate to me.

One of the things I find interesting (and possibly corroborative), is that 1) this occured before the 2008 election, and 2) he believes that Obama will shortly be dropping out of the race.

So, with those two facts, what motivation does he have to lie? He's not trying to knock Obama out, because he honestly seems to believe Obama will be out of the hunt soon.

What appears to be going on is that someone brought up the topic, and he has a little inside information that he is willing to share, because he believes it will be irrelavant soon.

I think you are seeing something important. Shrimpton is a guy that people in the inside confide in and, as you say, he thought this information would inevitably come out as he says he has personally shared it with numerous candidates.

It appears that Shrimpton was told by someone to shut up! The UK has a very serious Official Secrets Act, IIRC, and he could have been threatened with prison for disclosing national security information...which could be useful in blackmailing Barry to do what the UK wanted for starters!
