Conservatives used to support the ideas of custom and tradition. If the officer was dangerous and had shown himself to be dangerous (not including the 120mph, but after he was stopped), then you do what's necessary for safety. But to handcuff a LEO to follow the written rules, ignores human nature. And leads to further problems.

Just think of all the "zero tolerance" cases in government schools. Child handcuffed for drawing a gun or something. Boys suspended for finger guns, eating a toaster strudel into the shape of a gun, drawing a gun. All these cases arguable the authorities followed the written rules, but their actions were clearly insane. I'm arguing that this is possibly another case of following written rules could be insane.

This used to be the conservative position, while the progressives wanted to write rules to cover all situations and insist on compliance with rules, however insane or not.
