So then the use of force was needed but its application was excessive. No surprise in that statement.

They never specified what level was needed. Perhaps zero. In my opinion, the max level of force initially needed would be to grab her wrist and inform her that she was under arrest, which I DID NOT see happen on the video.

The point is that the Commissioner in his statement did not say that she should not have been detained.
