This, to me, gives great credence to the suggestion that someone was trying to close the case and get it out of the system. That’s a long time between actions. Now, having said that, I have seen (both as muny prosecutor and muny judge) people come in as many as 11 years after failing to appear and want to pay and clear up the case. Still, extremely unusual to have this happen 21 years later.

It sounds like, in your experience, the person was still alive when they went back to clear up the court issues.
In this case, Bari is alleged to have been dead years before.
Which brings up (one of) the question Mario posits:
Why would someone who isn't (the then dead) Bari, want to clear this up?
