One way or another, it would come down to what the State of Hawaii has in its files. That's why arguing document forensics is a waste of time.

Duh. The State of Hawaii is the Source of the source documents.

So, there is no point in forging one of those documents unless you plan on obliterating the Hawaii Department of Health and persuading the world it was an accident (Mauna Loa did it, LOL). Because, unless you do that, your forgery is at risk of being exposed.
