But they would have been used in the 60's. This document should have one- but it doesn't, because this is not a document or original BC.

It is a COMPOSITE MANUFACTURED IMAGE.

You imagine there'd be a seal on the original document. Yet, this is a picture of a picture that was stored as microfiche ever since the file records were photographed.

Your master files really don't need a seal. They are in the records repository. Only copies of official documents need a seal because, ta-ta-taaa-ta, they are NOT in the records repository.
