No, the easiest way to distribute the document to the largest number of people is to make a digital copy and put it on the internet. That requires running it through a scanner.
Now, as far as the manner in which OCR software works as part of the scanning process, your 20+ years should plainly tell you that separating the document into parsable layers is a legitimate processing step. I don’t know what software package they were using, but if I had written OCR software, that could very be the strategy I employed.
And trust me - I know plenty about digital imaging and OCR. I don’t want to get into an IT credentials pissing match, but my team of 30+ developers and I could write that software easily if we weren’t engaged in other endeavors.

What we need to see is if an original exists. We dont care to see the 'abstract' manufactured file. I doubt more and more that it does exist.

We didnt need OCR - we needed a simple, single layer photocopy. This is not. It is manufactured from different images.
