No. You're referring to the color density? The 1 being lighter? It's because the rest of the stamp has the contrast upped by the PDF setting.
The single most peculiar thing I see in the text is the K in Kansas- box 16. Not to mention the safety paper in this box appears a little rubber stamped. It's upper portion is missing and it's noticeably higher. This could normally be explained by caps shift, but it's perfect in boxes 6c and 7d.
I was referring to the last “1” in the serial number has clearly been digitized. The other “1” has edges I would expect from a rubber stamp.
