Hmmm....I called the document up, and enlarged the area.
Not sure this has been mentioned before, but the date stamp is separate from the Chief Admin stamp.

Date is FEB 19 2009 (blown up, its very clear)

The big stamp ...

Signature is spelled Helton Maganga
Printed Stamp is spelled HELTON MAGANGA, then proceeds with this information:

CHIEF ADMINISTRATOR
COAST PROVINCE GENERAL
HOSPITAL
CHIEFADMIN@CPGH.CO.KE
41-2222148

Now that looks like an e-mail address
And below it is the phone number

I know this because of this?

Before the Dr. Helton Maganga, the longtime Chief Administrator of Coast Provincial General Hospital was the following:

DR Khadija Sood Shikely

I also found the name Dr Khadija Shikerly

Street: GPO Bldg DIgo Rd
Town : Mombasa
Tel: +(254) 41 2230303
Country: KENYA
Email: chiefadmin@cpgh.co.ke

In this article dated June 18,2009 it states:
Coast Provincial General Hospital chief administrator, Dr Heltan Maganga, said the first patient was diagnosed on June 1 and died the following day. “Since then, we can confirm 21 cases, out of which nine are undergoing treatment,” he said.

So Mik Taerg, what say you? The spelling agrees with your spelling, but Smith already covered that Periodicals and newspapers spell it both ways, but it also definately says he was the Chief Administrator on that date.

As an aside, I have found 3 separate people in the hospital using the chief admin@cpgh.co.ke address for correspondence on my search for this information. So perhaps multiple departments use this as a central e-mail dump.

But another story from the Nairobi Nation that calls him "Helton" that Mik Taerg once said that this news outlet only called him "Helten", obviously it is not true.

Here's a Nation.co.ke article excerpted below from October 2, 2009 on Helton [Not Helten ] Maganga:

-snip-

"We have counselled the mother and she is now in in good health and spirits since yesterday started breastfeeding the baby," the chief administrator at the hospital, Dr Helton Maganga said."

-end snip-

The original Kenyan Nation article is offline however the same story was also carried by AllAfrica.com
