At this point, that is all the court needs. When it needs more, it will investigate.

Perhaps I spoke unclearly, it will allow discovery to begin.
But the COURTS have to allow discovery. So when I say it will allow investigation, I imply their approval is required for discovery to begin. Sorry for being unclear.
