Just like the voting process, there maybe for hospitals a certain set of standards&procedures that apply nation wide in all states, and then, there maybe, there are other set of standards&procedures that each state and or hospital has of it's own.

Hawaii was also a state for a whopping 3 years when Obama was born, procedures changed a lot in the 50 since. Not like Texas hasn’t been a state for what, near 200 or so? Yea.
