But it does mean that he is currently President of the United States until such time as he is removed from that office by Congress.

If he is not eligible, he is NOT the holder of the office PERIOD.
And it then is not in Congress hands to remove him.

The Constitution can be a bitch sometimes, but it is what it is until such time as it's amended. A putative president would not need to be impeached by Congress for removal from office.
