The only thing the 1982 law did was add a 1-year-residency requirement for the parents before you could get a birth certificate for your child born out of state. There's nothing to indicate you couldn't get such certificates prior to that. The COHB program suggests you could.

I'm still entertained that so much of the focus is on how the Punkster and I met rather than dealing with the file that was posted. I'm still not far back enough in the thread to see if anybody eventually had the courage to even download it.

There was an article published this week in Psychology Today on the psychology of "paranoia," and it has been fascinating to watch it play out in this thread. I'm beginning to understand why I find Birthers so embarrassing to the conservative message. My brand of conservatism is not based on fear. The truly great conservatives (Reagan, Goldwater, Sowell, Scalia) have never been fearful.
