I would guess that this document was produced from the original records in that year because someone (perhaps Obama Sr.) needed proof of Barry's birth for some reason. The Obama divorce took place in 1964 a reason for a the birth registration to be produced.

That "small" possibility Barack wasn't born in Hawaii. Ann Dunham signed her court papers filing for divorce on the January 20, 1964. See below. Who knows when the divorce became final.
