I forgot in my reply to you that he was born in 1961, and since the birth certificate is a registered copy of the original, it does seem to be an authentic copy of the original. Perhaps one of his parents needed a copy of the birth certificate. You have to remember the original is only given out once, and if for some reason it gets lost, all you get is a certified copy.
