No, this is a very bad photoshop job of the original photograph, and I can only assume it was posted to confuse the issue.

There are NO tears etc. This was aall done digitally to the original photograph.

No one should give this document a second look. It IS a forgery of the original photograph.

Let’s stay focused on ths one, folks. Don’t swing at the DUmmies curve balls.
