Possibly because:

a Hawaii “COLB” is based on uncertified, nondocumented data submitted by the family based on its declarations only... and to a divorce judge and father's attorney, would not be sufficient legal proof of paternity

and/or Stanley and her parents knew who obtained that COLB and why and how, and might not have wanted to submit it to a court for review as a true legal document in her divorce case

Some times these documents are used to suppliment other documents. The more paper you present to a judge might support other paper.

That’s my point. Someone had to request the proper documents to establish that a child resulted from the marriage, but she was granted the divorce with almost no involvement from Obama Sr. It seems that he was never required to pay child support, so in order to apply for aid in Hawaii, a COLB was filed.

It would be interesting to know if she ever received state assistance for her children (maybe at different times?), especially since I understand that her parents were pretty well off.
