I’m mostly troubled by the 47,044 number at the top of the document

47 years old=Obama’s age
0=stands for Obama?
44= 44th president

Seems to telegraph hoax

Could easily be O for Obama and 44 for the book referenced at the bottom of the page. 47 could be the registration book page-who knows? Until we see some other certs in that same timeframe we can only speculate what those mean. But I’m positive that O44 would tell you exactly where to look up the information in the registry.
