A good way to find out would be to find other paperwork from that era and see if it bears the same “Republic” seal at the top.

According to Wikipedia, Kenya was known as the Dominion of Kenya (1963 - 1964). Then became the Republic of Kenya on Dec. 12, 1964.

But we don’t know how their internal documents were designated. Part of the discovery process requested, I guess.
