There’s always the possibility that he WAS born in Hawaii and this is a simple registration of his birth- which would be natural, given his father was Kenyan.
But- that’s the problem with BO- we only have hints, possibilities and mystery.

Problem with this scenario is the Kenyan BC was registered or filed (?) August 5, 1961 and Hawaii was dated August 11, 1961. I would go with the earlier one as being the first! Just my guess anyway!
