Yes, but something like birth certificates would be printed on forms, so it’s not out of the realm of possibility, knowing that they would need a lot of them, and to make them consistent, they would all be stamped with the Republic of Kenya the minute they started issuing them.

This is so obvious! I'm sure they immediately started ordering the forms needed became independent in 1963. The official ratification was a formality. No different than when we (The US) ratified our Constitution years later.

Yes,they’d have a need for thousands of the things, no clerk is going to sit around making up individual ones
