Clearly, the forger overlooked the gap between independence on 12 December 1963 and the founding of the Republic.

The 1964 date is incorrect. Postal Stamps from the time also say republic of Kenya. They also had a legitimate interim government set up. It is not as if Kenya got its independence overnight. It was planned and orderly.
The 1964 date has been shown over the course of the thread to be incorrect.
