IMHO, better to locate Deputy Registrar - Joshua Simon Couya - and confirm his “certification”.
If he’s passed, then confirm he held the position, time, and his signature and obtain other certifications made by Couya .
Anyone with Lexis, Westlaw, etc., news access may be able to find more data re Couya(?)
If this document is authenticated by with additional evid., HI will be forced to produced whatever they have and THEN the fraud will be on full parade.
