Congress is not given the power to keep states forcibly in a Union they joined voluntarily.

The majority of the states didn't 'join' anything. They were admitted, and only with the permission of a majority of the existing states as expressed through a vote in Congress. Why should leaving require anything different?

To imply that a state asks permission to leave means there are consequences if they don't [ask]. Having consequences makes the remaining states belligerents, no other way to spin that.

Why do I bother....
