Because the vault copy is not necessary to demonstrate eligibility. The short form is just fine, and he already produced that, and no reasonable person thinks he was born anywhere other than Hawaii.
The people challanging his eligibility are spinning absurd conspiracy theories which can safely be ignored, so he logically ignores them. All they are doing is creating unecessary work for the courts, which they would still be doing no matter what document he produced.
