Because the vault copy is not necessary to demonstrate eligibility. The short form is just fine, and he already produced that, and no reasonable person thinks he was born anywhere other than Hawaii.
The people challanging his eligibility are spinning absurd conspiracy theories which can safely be ignored, so he logically ignores them. All they are doing is creating unecessary work for the courts, which they would still be doing no matter what document he produced.

I will take that to mean that you can’t find any such clause in the Constitution. Not surprising, because it’s not there.

Even if his step father adopted him (and there's no indication he did), a minor cannot lose his U.S. citizenship because of the actions of his parents. The very law you cite specifically says "after having attained the age of eighteen years. Are you illiterate?

The border is one that is used in 2007 COLBs. As a security measure, Hawaii changes their borders every year. This is when the Obama campaign claims the certificate was obtained. However, the seal and signature stamp are from a 2008 COLB. As revealed by a process called edging, the Hawaiian seal and signature stamp on the back of the document are revealed to be from the wrong year. Document experts have analyzed other aspects and find forgery.

Since matters available in the public domain raise these issues, the burden rests on Obama/Soetoro to explain. He declines to release college applications, transcripts, his birth record, or addresses of where he has lived.
