According to the state of Hawaii website (http://hawaii.gov/health/vital-records/vital-records/index.html), persons born outside the U.S. can have their births registered in Hawaii. Here is a quote from the website:

“Amended certificates of birth may be prepared and filed with the Department of Health, as provided by law, for 1) a person born in Hawaii who already has a birth certificate filed with the Department of Health or 2) a person born in a foreign country.”

Thank you, that might explain why Obama’s only says “Date Filed by Registrar.” Most other COLB’s from Hawaii say “Date Accepted by State Registrar.”
