Florida does not have a state income tax. It has a sales tax only.
The state government seems to have plenty of money to spend and people aren't leaving the state in droves to move to a state with an income tax.
Seven states have no state income tax: Alaska (31st), Florida (2nd), Nevada (14th), South Dakota (13th), Texas (1st), Washington (10th) and Wyoming (6th). Two others, New Hampshire (19th) and Tennessee (27th), tax only dividend and interest income.

Looks to me like the states with no income tax are doing quite well, compared to their competition.
