Michael Reagan: The GOP Should Dump Its 'Litmus Test'

The GOP Should Dump Its Litmus Test By Michael Reagan FrontPageMagazine.com | February 16, 2007

The philosopher Diogenes is said to have wandered around ancient Greece holding a lantern and seeking to find an honest man.

My fellow Republicans, sans lanterns, are now wandering around the political landscape seeking to find the perfect Republican presidential candidate.

I don’t know if Diogenes ever found that honest man, but I do know that those Republicans are never going to find the perfect candidate, simply because he does not exist.

Some Republicans insist that the only perfect candidate would be a clone of my Dad, Ronald Reagan. Aside from the fact that there is no such thing, it’s important to recognize that Ronald Reagan, as he often admitted, was anything but perfect.

One of the criticisms about former Massachusetts Governor Mitt Romney focuses on his record concerning the abortion issue. We are told by the modern day Diogenes clones that he can’t be trusted to fight abortion because he once, more or less, supported a woman’s right to butcher her baby.

It may come as a surprise to these purists, but Ronald Reagan once supported abortion too. Yet nobody ever questioned his strong pro-life credentials after his conversion to Republicanism. They accepted his sincerity. Why can’t they accept Mitt Romney’s?

Romney’s record shows he should be totally acceptable to all conservatives, yet because of one dubious question concerning the validity of his conversion to the pro-life side, he is deemed unsuitable to carry the conservative banner.

The same is true of Rudy Giuliani. On every major issue, he is a solidly conservative and extraordinarily adept executive, but because he backs abortion and some form of gun control, America’s mayor -- the hero of 9/11 and the man who did the impossible by cleaning up New York -- is all but ruled out as a 2008 candidate.

Not one of the major candidates is free of some real or imagined flaw that offends some conservatives.

This is madness, and if it does not stop, the GOP is going to lose the presidential election in 2008. In the search for the perfect candidate we are going to end up with an imperfect candidate. Keep in mind the truism that agreement with someone on most issues and disagreement on others is seen as normal, but should you agree with someone on every single issue imaginable … well… to put it plainly, psychologists say you’re nuts.

I recently got a letter from a conservative Christian organization that asked me if the current GOP candidates are the best the Republican Party has to offer.

“Is it possible that GOP conservative ranks are this thin?” the letter writer asked. “Has the GOP nothing better to offer? Should not pro-family pro-life voters also want a low taxes and limited government candidate before they vigorously support him? Increased taxes and expanded government hurts everyone. Was Ronald Wilson Reagan an anomaly and did he represent the values of his party?

“These GOP candidates,” the letter instructed me, “are little better than Bob Dole, Gerald Ford, or [George] H.W. Bush. Did anyone notice they all lost?”

This makes me wonder if anybody can stand up to the litmus test these people are applying to candidates.

Ronald Reagan had one litmus test he applied to candidates. Were they Republicans? If they were he backed them all the way. He would let the party choose the candidate and he would support and vote for the candidate. He didn’t go sniffing around trying to find some flaw in their character or their past. Once nominated, they were his choice.

And nobody was more candid in admitting that he was anything but perfect than my Dad. He knew that like all men, he had his flaws and he spent a lifetime combating them. Had today’s GOP litmus test been seriously applied to him, he could not have passed the test.

The Democrats don’t have litmus tests. If the nominee is a Democrat, they support their candidate all the way, and if they lose it isn’t because they didn’t fight like demons for their man or woman.

If we want to win in 2008, Republicans had better wake up, and quit talking Ronald Reagan and start being like Ronald Reagan.

This is a good article.
The problem is not with Republicans or conservatives rejecting a candidate with blemishes.
The problem is that the MSM seems to be picking our candidates for us.
How hard would it be to find a pro-life, pro-gun, tax cutting, small government, secure borders candidate?
These are the reasons, to whatever degree, that most people vote Republican.
If we pick a candidate who can inclusively articulate the above positions, we win. If we ignore any of the above positions, we ignore a key constituency at the cost of loosing national elections. It's simple really.

...my roots are in PA and OH where my relatives are, and they are equally unenthused about Rudy and while they worked for Bush [their first political campaigns ever, and i am talking people in their 40s, not young kids] would not do the same for a rudy candidacy.

To me, this rings true. It's hard to see the gunfolk and pro-lifers turning out like always to volunteer, man the phones, canvass neighborhoods, etc. And liberals never work that hard except for real DemocRats. I doubt Rudybots at FR will either except a handful.

I don't see where Rudi will get his ground troops. Especially in the south or midwest or southwest.

the ground game was supposedly what gave us the tiniest smidge to go over the top in both 2000 and 2004, and that was with an enthused and energized base. a grudging, unenthused vote for Rudy is NOT going to carry the day.

I agree. It is absolutely shocking how many Republicans are totally unaware of Rudy's liberal slant on so many issues.

I'm doing my best to make as many Republican family members, coworkers and friends aware of his liberal past--and I must admit, their willingness to vote for him DOES drop a GREAT DEAL after they are 'enlightened' about the whole Rudy story.

Fox News had a newer poll today. While Rudy is arguably in the lead now, what was striking was how McStain dropped so much. The striking thing about Rudy's numbers was that a month ago, he had over 30% saying they would definitely vote for him. In this new poll, the number had dropped by half. And about that same number (15%) of current supporters are matched by another 15% who said they would never vote for him for any reason.

His strong support is actually already waning as people look closer. Still, he leads the Republican field, mostly because of the McStain implosion over his support of the surge.

I agree. It is absolutely shocking how many Republicans are totally unaware of Rudy's liberal slant on so many issues.

Most had no reason to be aware. As long as Rudy contained his antics on guns and abortion and sanctuary to NYC, folks in the heartland had little concern about him. Most of their impressions of him stem from 9-11 and the aftermath.

But it is a long way from having a favorable impression of Rudy over 9-11 and voting for him. There are so many areas where his liberal past will deter pubbie support. The main question is, can he simply throw money, advertising and bull**** at that problem and overcome it in a compressed primary cycle.

If you had asked me a year ago about Rudy, I would've called him a social liberal and a fiscal conservative. Not anymore. A little research turned up some serious downside to Rudy`s legacy as NYC Mayor.

Show your family and friends this. Its quite the eye opener.

The Real Rudy Record

From the Manhattan Institute for Policy Research:

"Even with the tax cuts of the last several years, New York remains by far the most heavily taxed big city in the country."

TAXES: Giuliani did cut the marginal city income tax rates, reducing taxes by some $2.0-billion from 1996-2001, but those cuts only offset the $1.8-billion increase in city income tax rates put in place by Mayor Dinkins a few years earlier. In the end, income taxes were actually cut by a modest $200-million. Freezing the 12.5% surcharge on high wage earners was good, but Giuliani didn't attempt to abolish that surcharge. Nor did Giuliani attempt to make serious permanent changes to the city income tax code. The primary reason Rudy and the City Council agreed to cut taxes, was to make NYCity more appealing to new businesses thinking about locating/relocating to the Big Apple. A smart move, however, when Rudy left office he left NYCity straddled with some of the highest income taxes, property taxes and utility rates in the entire nation.

GOVT SPENDING: From 1997 to 2001, spending under Giuliani went up 32%. More then double the rate of inflation. Rudy left NYCity with a projected, pre-9/11 deficit of $2.0 billion and an increased debt total of $42-billion. Second largest debt after the federal government. Giuliani also added 15,000 new teachers to the city employment rolls. Increasing the membership of two major liberal organizations, the National Education Association (NEA) and the American Federation of Teachers (AFT).

"The scope of government was not reduced at all. The mayor abandoned his most visible initiative in this sphere—the proposed sale of the city hospital system—after a struggle with the unions and defeats in the courts. He did cut costs in social services; even before the new federal welfare reforms took effect in 1997, the city had begun to significantly reduce caseloads. But money saved on social services has only helped to subsidize big increases in other categories. Today the array of social services sponsored and partially funded by the city—from day care to virtually guaranteed housing—is as wide as ever.

"In the final analysis, Mayor Giuliani sought to make the city deliver services more efficiently—not to make the city deliver fewer services. Gains in efficiency were offset, however, by a spike in the costs of outsourced contracts (see point 2 below). Thus, in two areas where inroads might have been made, the city instead failed to reduce spending."

"1. Personnel Increases. In 1995–96, the city entered into a series of collective bargaining agreements with its public-employee unions. In addition to granting pay increases that ended up roughly equaling inflation, the city promised not to lay off any workers for the life of the contracts. These agreements were expected to add $2.2 billion to the budget by fiscal 2001. But that estimate didn’t reckon with renewed growth in the number of city employees. After dipping in Giuliani’s first two years, the full-time headcount rose from 235,069, in June 1996 to over 253,000 by November 2000. Thanks largely to this growth in the workforce, the total increase in personnel service costs since 1995 has been $4 billion.

2. "Outsourced Services. The failure to shrink the scope of city government made it all the more imperative that Mayor Giuliani vastly increase its efficiency. In the attempt to increase productivity, the mayor farmed out some city services to private contractors. But as the number of outsourced contracts doubled under Giuliani, contractual expenses also nearly doubled—from $3 billion to $5.8 billion. While it may be argued that the city saved money by outsourcing these services, the net savings turned out to be marginal at best. In practice, outsourcing proved to be more of a bargaining chip in negotiations with unions than a serious means of pruning expenses."

Hard evidence that Rudy Giuliani was NO fiscal conservative. Another run-of-the-mill NYCity liberal.

So many republicans are so convinced that if their values aren't represented, they are going to stay home or vote 3rd party.

Maybe it's because of the Republican politicians.

When a Dem politicos go around their base, they give something to each group to keep them pleased. Teddy the Swimmer will talk nice and promise things to single issue groups on gays, open borders, dead babies, high taxes, socialized medicine, union workers, de-militarization and pot smoking. If he offends any one of these, it's a big deal.

When one of the elite [i.e. liked by the MSM] Republican candidates comes out, they say "I'm for crime control, screw all the rest of you single issue idiots", or "I'm for fiscal control, screw the rest of you single issue idiots". The problem isn't single issue voters, it's Republican politicians who are mostly liberal, except for one stand on one conservative issue. If he pleases more than one conservative group, it's a big deal in the MSM and he's labelled 'extreme'.

I expect many conservatives like me aren't single issue, but it might look like that. I can't vote for Rudy as he is a gun grabber. I won't vote for Romney as you can't trust any Mass politician, and his conversion to conservatism is recent and suspect. McCain gutted the first admendment.

There's little good these guys would promise to do that would outweigh the bad they are likely to do based on what they have done in the past.

- Rudy tossed Arafat out of a city sponsored celebrations saying, "I would rather not have someone who has been implicated in the murders of Americans there, if I have the discretion not to have him there”.
- Rudy did the same to Fidel Castro.
- When a Saudi prince donated millions to 9/11 relief efforts and later suggested that United States policy in the Middle East may have been partially responsible for the attacks, Rudy returned the money.
- Rudy refused to meet with racial arsonist Al Sharpton.
- Rudy as mayor was strong on law and order. Rudy said that "government exists above all to keep people safe in their homes and in the streets, not to redistribute income, run a welfare state, or perform social engineering". And Rudy backed this all up by going after both quality-of-life crimes and serious crimes. Total crime went down by some 64 percent during the Giuliani years, and murder went down 67 percent. Auto thefts went down on average about 80,000 per year.
- Rudy supported the police when the police had to enter and deal with Muslims at a mosque.
- Rudy closed down many porn shops across the city and specifically shutdown porn shops in residential neighborhoods.
- Rudy went after both low level and high level drug dealers for the first time in the cities history.
- Rudy had zero tolerance for quality of life crimes such as squeegee extortionists, graffiti vandals, panhandling and public urination.
- Rudy launched a welfare revolution, removing illegal recipients, cutting the rolls by 20% the first year alone and dropping the welfare rolls by 600,000 over the course of his plan.
- Rudy launched a work requirement program for the remaining welfare recipients. the NY Times called it slavery.
- Rudy constantly spoke out against illegitimacy and fatherless families. One of many things that Rudy said on the subject was the following: " If you wanted a social program that would really save these kids, . I guess the social program would be called fatherhood.
" - Rudy objected to affirmative action. Rudy ended the cities set-aside program for minority contractors.
- Rudy rejected the idea of lowering the job requirement standards for minorities and woman. - Rudy said. "it was unfair to expect middle-class kids to work their way through college by holding down jobs and going to classes while exempting students on welfare from working.
" - Rudy reformed the public school system and forced out liberal chancellors who wouldn't install his reforms.
- Rudy tried to privatize 5 of the cities worst public schools.
- Rudy was for school vouchers Rudy said, "The whole notion of choice is really about more freedom for people, rather than being subjugated by a government system that says you have no choice about the education of your child,".
- Rudy fought against public money for an art display that defiled Christ and he fought against other obscene so-called works of art.
- Rudy played hardball with city unions winning concessions from city workers that other mayors had failed to do.
- Rudy strong armed state leaders to merge the cities Housing Police and Transit Police into the NYPD saving the city hundreds of millions. Rudy did this by threatening to fire every housing and transit officer and rehire each as a city cop if legislative leaders did not go along.
- Rudy did the same with the city’s garbageman, many of whom worked only half days because the department was so overstaffed with union jobs. Rudy won $300 million in savings from them by threatening to contract out trash collection to private companies.
- Rudy cut or killed 23 levies and taxes, saving taxpayers $9.8 billion during his terms.

- Rudy cut NYC's hotel tax from 6% to 5%. Consequently, hotel tax revenues increased from $135 million in Fiscal Year 1995 to $239 million in FY 2001.
- When asked if Rudy would raise taxes after 9/11 Rudy said that would be "a dumb, stupid, idiotic, and moronic thing to do.
" - A quote from Rudy on his economic philosophy: “City government should not and cannot create jobs through government planning. The best it can do, and what it has a responsibility to do, is to deal with its own finances first, to create a solid budgetary foundation that allows businesses to move the economy forward on the strength of their energy and ideas. After all, businesses are and have always been the backbone of New York City.
