No evidence he's a fiscal conservative? He cut taxes 22 times as Mayor of NYC and turned NYC's deficit into a surplus by the end of his first term.

No evidence he's a domestic conservative? He's for school choice, pro free market, pro law and order, and cut welfare roles by over 600,000 and Mayor, ect.

No evidence he's a foreign policy conservative? You must be living under a rock. He threw Arafat out of a NYC building in 1995 when Clinton invited Arafat to the US for the 50th anniversary of the UN declaring Arafat is a terrorist and should be treated as such. He's been wholeheartedly a supporter of the WOT, Iraq and confronting Islamic fascism. He for a pro-American foreign policy and is pro-Israel.

Let's just say that a careful analysis of Rudy's fiscal and domestic policies as mayor would yield mixed results.

He has no foreign policy experience and while throwing Arafat out makes for a nice anecdote it doesn't really mean a whole lot. His stances on the WOT, Iraq and confronting terrorists, Israel and a pro-America foreign policy distinguishes from the other candidates how?

As for litmus tests the answer is yes, I do believe in a litmus test, adherence to the constitution. Support for Roe and McCain-Feingold flunks that test.
