* "A compelling justification for an increase in troop levels in Iraq was not made. An escalation in Iraq is a plan to repeat past mistakes. The president has increased troop levels ... a number of times since 2003 without a drop in the level of violence. I see no reason why this time would be any different."

Sen. Bob Casey, D-Scranton

* "Tonight, the president did not, as promised, offer a new strategy for success in Iraq. Instead, he offered more of the same -- an escalation of the same failed policy. ... I am extremely disappointed in the president's proposal and ask him in the strongest of terms to reconsider this decision."
