No, I wouldn't allow them to participate if I were in the White House, any more than I would allow card sharks or Communist labor-organizers or underworld lawyers to participate. The demimonde has no place on the White House lawn, and that goes triple for a family event for kids. Communist cell leaders have families, too, but Communists would be personae non gratae at such an event, if it were up to me.
