I'd like to think so.
But then I remember the Harriet Miers nomination, which stands as one of the ultimate examples of GWB's capacity for extraordinarily bad judgment.
Whether there's a master strategic plan behind this or not, Bush simply doesn't have a political leg to stand on here. As with Miers, he's pursuing something so completely indefensible on its face that his own party can't support it (but Canal-sellin' Jimmy Carter can!).
As with Miers, all we're getting from Bush in defense of the indefensible is "TRUST ME." And, as with Miers, that just plain ain't good enough.

Yep, right up there with his capacity for beating the Democrats in every fight.
When the President is right, and doing the right thing, there is no need for 'strategery,' a term of which I am sick anyway, and the public requires no explanation.
On the other hand, if the administration is serving interests other than those of national security and safety, then maybe that is why we the people don't 'understand' what is being arranged by those who 'know more' than we do.
