I've actually always thought that Cheney would resign due to health by 2007. This way President Bush could put his candidate in office as a high profile on the job training candidate.
I always thought Gore would have been elected in 2000 if Clinton would have resigned and Gore elevated to President in 1999.

If Cheney can hang on at least until January 20, 2007 - that would ensure whomever was selected to replace him could run 2 full terms after that.
