As I understand it, evolution theory (of whatever variety) doesn't have anything to say about the origin of the cosmos and the initial conditions attendant thereto. Only by virtue of total cop-out. Show me an evolutionist who doesn't think that the entire universe is the result of random events operating within the contraints of physics (and nevermind where the physical laws come from).
To the evolutionist, the entire spectrum of the known universe is explained by the same unifying theory "Time and Chance".

No, by virtue of the scope of evolution. Evolution deals with what happens in generations of populations of imperfectly replicating organisms. Anything not regarding generations of populations of imperfectly replicating organisms isn't going to be addressed by the theory of evolution. Evolution does not care about how the cosmos came to exist.
Show me an evolutionist who doesn't think that the entire universe is the result of random events operating within the contraints of physics (and nevermind where the physical laws come from).
