I read it then and re-read again now. The footnote does NOT come with the offer. It was added by whoever created the page - ie, Kent Hovind's foes.
The offer reads in part: "Creationist Kent Hovind has widely publicized his "standing offer" to pay $250,000 for scientific evidence of evolution. He argues that the "failure" of anyone to claim the prize is evidence that the "hypothesis" of evolution is not scientific but religious in nature. What is the real meaning of Hovind's challenge?
Read the small print. Hovind's challenge is bogus, and aimed entirely at convincing his dupes.
Anyone that read the articles could see this footnote is a quote and it did not come from Hovind
Its understood just fine

Wrong. Here is Hovind's offer. The footnote is his, and it makes the offer a complete hoax.
In case you were wondering, you have been hoaxed.
