Cosmic teleology deals with the goals of the universe as a whole, it's purpose

I'm glad you point out that there are kinds of teleology.

Cosmic teleology wouldn't be inconsistent with the most general notion that all motion as teleological, whether predeterimined or not. They are necessarily contradictory.

Natural selection is not teleological by any definition of that word. It has no goal; there is no end to which it *moves*. It is the description of the outcome of the affects of the environment upon the organism. It is an abstraction.
